Who Was She?
The VBIA Board of Directors established the Donna Noble Incubator Client Award in 2001 in honor of one of its founding Board members, Donna Noble, who passed away on May 29, 2001, at the age of 36. Donna was a very energetic and enthusiastic person and was truly dedicated to the incubation industry and to promoting entrepreneurship.
Donna was the marketing manager for Incubator AMERICA! in Arlington,Virginia. Much of her work involved making international contacts for the Arlington incubator established to help companies from other countries expand into the United States.
Why an Award?
This award is intended to be presented annually at the VBIA Conference. Nominations for this award will be accepted from member incubator managers to recognize exemplary tenants who have been in the incubator for a minimum of one year. There will be an award plaque for the winner, and a $500 donation made to the American Cancer Society in honor of Donna.
Virginia has more than 27 incubation programs, many of which have successful incubator clients and graduates. This award is an opportunity for VBIA Member incubator managers to showcase these outstanding clients. One winner will be recognized annually at the VBIA Conference.

- Must be formal clients and physically located within an existing Virginia incubator for a minimum of one year.
- Must be nominated by the incubator manager who is a member of VBIA.
- Must have exhibited exemplary accomplishments.

Dexisive Inc. is a small, women-owned business specializing in information technology services for government agencies. The company started in 2005, with a vision to provide superior IT services to government clients using the trademarked eXtreme Integration (XI) approach. XI is a unique approach to systems integration that is based on extreme programming, a technique for delivering high quality software on a budget and on schedule. Since entering the Fairfax Innovation Center in 2005, Dexisive has consistently acquired new customers from government agencies such as the Department of Defense, the Department of Housing and Urban Development, and the Department of the Interior. It has also attracted commercial clients such as CACI, Catapult Technology, and Hewlett Packard. From 2006 to its graduation from the incubator in 2010, Dexisive experienced a 1000% increase in revenue growth from $374,000 to $3,580,000 as well as growth in employment from 2 to 38. In 2010 the company achieved a Dunn and Bradstreet Rating of BB1. This rating reflects the composite credit appraisal for a company of its size. Dexisive also achieved a rating of 94 out of 100 for customer satisfaction based on OpenRatings independent survey of its customers. In recognition of this solid record of business success, the Virginia Business Incubation Association presents the 2010 Donna Noble Outstanding Business Incubator Client Award to Dexisive, Inc.
Dexisive credits the Fairfax Innovation Center for its invaluable assistance through a wide range of services including strategic counseling, educational programs, and access to business advisors and training. The company recognizes that the guidance provided by the incubator through the years contributed to company’s steady growth and overall success.
